Isn't that what actuaries are for?
Assuming that mental health issues are illnesses,
isn't is possible to do statistical analyses on
various mental health illnesses to figure out their
probability of occurring and costs of treatments.
That's how other things are insured including
conventional health insurance. They have to start
somewhere, and that has to be with history.
