Depends on if you are talking long or short term
Take the annual exam that women at risk
for breast cancer need to have. You could
call it a luxury of "most" women don't turn
up positive in a single year, but long term
it's necessary for the community to
support because of the costs of detecting
the cancer when it's too late.

Same with men getting an annual prostate
exam when they hit their 50's. That PSA
is considered unnecessary for many -
unless your PSA is the one that is going
up.

As far as the individual goes, I'm still a
believer in the Doctor working with the
patient to determine what is necessary -
with no input from an insurance company.
I have both VA and private medical care
and am still impressed with the fact that
the VA Doc doesn't have to call 1-800-
Mommy-May-I before ordering various
tests or procedures.
