Actually, smoking might protect against Alzheimer's
When the social security administration was asked whether the reduced number of smokers would have a financial impact, researchers found that smoking had no effect on life expectancy and answered No. That result was unacceptable to a current of thought, so other methods of analysis were discovered quickly in order to produce a more acceptable result.

The same thing appears to have occurred with smoking's protective effect on Alzheimer's and Parkinson's disease. Here's a link to a summary of a study which found the "correct" result.

The idea that smoking is neutral also had to be rejected, though, and inventive analysts have found new methods of producing the result needed to command the public's behavior.
