Nothing's gonna happen
The same thing will happen that happens every time they talk about "health care reform". They'll make minor changes that have almost no effect and move on. The great "reforms" of the past have consisted of allowing prior healthcare coverage to override a pre-existing period and allowing insurers, etc., to refuse to deal with providers' representatives by demanding proof of a HIPAA Business Associates Agreement at every step and scaring most physicians into thinking they can't provide Protected Health Information to anyone other than the payor or the patient. As a result, when a hospital's claim is denied as pre-existing, the hospital can't get necessary records from prior physicians to prove it's not pre-existing.
