Increased Competition
If medical reform includes standardization and interoperability it may increase the efficiency of medical IT, and they could do more with fewer resources. IT work-arounds and redundancies would not be needed.

However, such reform would also increase the ability for companies to "plug in" innovative and competitive offerings. IT resources would be needed to explore and implemented new things.
