An attempt by MS to remain relevant as an OS running on hardware.
I believe that with virtualization moving into the mainstream, MS wants to be the platform on which VMs are run.

MS has to realize that being installed in a VM is just one step removed from not being installed at all. As the host OS though, companies would have a more difficult time replacing MS with something else.

This becomes more relevant as companies virtualize more non-MS OSes. After all, if you can't host your VM on an MS platform, why would you need MS at all?
