In order for this to work as designed, the person who "drops the file at the post office" repository, would have to go thru some process to identify who they want to be able to access it. OTOH, if they just mail it, it goes to just the people they meant it to receive it.

And if it's easier, thats what they will do.

Putting a file in a repository and giving person b access to it, usually means they can still download it and send it to some other unintended recipient. Unless you have even MORE fine tuning of security for each file - read, write, copy, download, resend, etc...

Of course if you have actual teeth in your security policies (does anyone out there have a policy that says something like, anyone not following this procedure is subject to immediate termination?), then you might have a chance of re-training your general employee base. But it's a hard road...
