People like you are the exact reason UAC will have a notification slider rather than an on/off toggle in Windows 7.

More importantly, please explain the "and" in your statement. Maybe you meant "... If UAC is Disabled or prompts silenced"?

In other words, if UAC is disabled by a clueless "power user", there's no prompts to silence.
