Given that China is communist and not really an ally of ours, is it really surprising that they don't care about Chinese people hacking us? We are the enemy even if they aren't overtly hostile and have not declared war
Expecting them to help us enforce our laws is a little unrealistic. I'm pretty sure that we don't go out of our way to arrest people hacking at Chinese IP's either.
If we were to make nice and sign some criminal justice treaties, yea, I could see the increased expectations. As it is, this fact of life isn't, really newsworthy any more. It's unconscious knowledge.
However the people in this scam are "Enemies of the State" so it's logical that China would stop at nothing to catch them. The people that attack other countries are enemies of those states, not China.
I have to admit that it is mildly pleasing to see them attacking themselves though
The worst thing is this sort of thing goes on in the US, and nobody, least of all our government, cares, at least judging by the fact you can still buy a degree for $500 and you _will_ show up in the school's computers.
One guy got a degree for his cat and the cat showed up in the school's computers when he called the school to verify the degree.

Our government is doing _nothing_ beyond rooting them out in their own employees.
The Chinese government is actually setting a good example with regard to this subject.
