I proposed a solution a while back.
Any ISP can see who is compromised. That's obvious from the accurate stats you have. My idea, simply put, enforce all zombied machines to a proxy. This proxy informs them that they are compromised, shows them links to get help (paid and free), and offers them web access through a proxy server (http access, any access to https lands them back to the original server, telling them they are compromised).

It takes will. Now, last time I mentioned this, many folks came up with extreme examples where the earth would end for the 1 in 25 billion customer this affects in a devastating way, but I stand by it. Of those that are Zombied, how many know it? Of those that are knowingly Zombied and don't care, do you want them as customers.

Any single ISP could implement this, but it takes guts, and a will to actually serve their customers and care about their security, and I believe would have a net effect of drawing more customers in than are lost.

Will it happen, no. It would take Government mandate to clean up our Zombies, and you know which company doesn't want the true extent of the problem to see the light of day, and also wields a LOT of government control.
