First, what was demolished was not a "fab", it was a parking garage for crying out loud! Did you work at Fox news?
Anyway, the big loser here is Texas. Intel had pursued their plans for a fab in Austin until the Texas legislature imposed NEW taxing after the plans were in place. Intel, told Texas and their yahoo Bush republicans to stick it.
The job seekers in Austin can now apply to be Courthouse bailiffs for $9/hour. I'm no accountant but, I bet all those court workers will not generate nearly as much income tax as 2,000 engineers and another 2,000 tech workers.
