Meltdown
Honestly, I don't think the current situation has anything to do with IBM's dumping off employees. They have been restructuring the last few years and have been cutting people pretty steadily. This is a big wave, but it is well within the amount projected to be bumped off by IBM in the 3 year period between 2007 and 2010. (Seriously.. they have already shed well over the number you state above for this layoff over the year period from May 2007 to May 2008). This might be an acceleration of their phased layoffs, but I suspect they have had these people identified for the last year, if not longer. The quit sending out press releases due to the amount of negative PR they received after the LEAN migration announcement in 2007.

SAP.. that's a brick wall. Stuff in the pipeline will keep going, but the odds of anyone starting a new project now are astronomical.
