You expect Microsoft to include a distribute a COMPETITOR'S PRODUCT for free? Theye expect Microsoft to develop and support installation services for a competing product? Ever since the Windows Media Player case, I have been questioning the sanity of the EU. You guys really need to check the lead content in your water supply.

Ok then, here's how it should work: Every browser company that wishes to have their browser as a "choice" during Windows 7 install pays Microsoft a $5.00 per unit distribution fee. Microsoft includes your browser in a constantly updated list in a custom internet connected "browser installer". When users select your browser from the installer, the number of times your browser has been selected for that day is updated. You (Opera) get billed, probably Monthly, based on the number of users who selected your browser for that month. Of course, in order to mitigate buyer remorse, the alternate browser installer can be run multiple times so that the user can change browsers if they find Mosaic too limiting. How's that?

And, in order to make the solution truly fit the EU's requirements, the Alternate Browser Installer can be installed on any Windows OS with Windows Update capability. 95, 98, XP, Vista, 7 and is a Critical Update that automatically prompts the user to make a choice after installing.

That should satisfy everyone. And if we went that route (which, really, is the only fair route if you want MS to include competing products in their install), I'd tell everyone I know to use the Alternate Browser Installer to install Opera, change their minds and re-install IE, re-install Opera, change their minds again, wash, rinse, and repeat until they couldn't physically hit the mouse button again.
