Kumo: Based on Powerset Technology
This article indicates that Kumo is based on Powerset technology MS acquired last year. The article talks quite a bit about the Kumo - Powerset connection. The following are quotations from the article:

'Microsoft Corp. has confirmed that it is testing a new search engine, called Kumo, that's based on technology from its Powerset acquisition and is likely to be an early version of a soon-to-be-rebranded Live Search product.

Though it would not specifically confirm this move, the company said that the Kumo engine being tested "shows a number of technologies in development and is a very early internal preview of directions we're exploring" for its search engine.

Hopefully the above will make a substantial difference in the core quality of Live searches.
