Remember Windows XP Fundamentals for Legacy PC's
This kinda reminds me of that, so they made to choose a more appropriate name. (Windows Server 2008 R2 Starter). I think instead of muddying the water with more SKU's, why not make the traditional set of Server SKU's such as Standard, SMB cheaper.
