Surface != Windows 7
I wouldn't read too much into the PDC session description about Surface's multitouch model forming the basis of Windows 7's.

While there may very well be commonalities, I wouldn't be surprised if there were quite a few differences between the platforms.

The Surface SDK isn't widely available because it's intended for building apps specifically for that platform. Multitouch PC apps are not Surface apps - Windows 7 is not Surface.
