What does Web 2.0 have to do with this?
Web 2.0 is about the use of certain graphics styles, AJAX and usability features. What does that have to do with rendering a damn CSS class the same way across all browsers. I mean if I say 10 pixels from the top of the browser then thats 10 pixels. If I say element A should render over element B due to a well documented rule then that is what should happen. There is no nonsense about it. Opera, Safari, Firefox and other browsers render this stuff the right way and the code to do it is almost ALWAYS smaller and more elegant than the stuff you have to do for IE. I could even see if the IE quirks (won't even call them standards because I rarely find documentation on them) actually let you do something that the standards don't then you MIGHT have an argument.

I am pissed this very moment because I have developed an app that renders correctly in EVERY BROWSER I TEST except IE. I simply followed the standards for the others but I have to add all these crap arse quirks to get the same thing in IE. And our browsing environment is mixed here. If anything is nonsense its this crap called IE.
