Just as soon as the web is more standards compliant than not.

HTML was always a poor standard. Poorly defined, poorly policed, poorly enhanced.

Much of the content created today was *shock horror* not created by Microsoft, but was created by *human beings* (rembmer them?) using rudimentary tools ... usually their own hands and a text editor.

ONLY THEN was XHMTL developed in order to plug the many holes in HTML's spoec.

As such, most websites are not yet standards compliant as they contain much content (mis)created prior to XHTML.

Therefore, Microsoft and most other browsers do a HUGE amount of work to be as flexible as possible, trying to render the page as best it can even in the face of some quite horrible (X)HTML source errors.

That MS are now tightening up standards support is a great thing, but you cannot expect them to just throw their toys out of the pram whenever an incorrect HTML element is found. That'd do nobody any good.
