Could be for Pocket PC sized UMPCs
These features are probably being implemented for the Ultra Mobile PC type devices and will be useful in pocket-sized Windows enabled mobile phones as speculated here: http://www.pocketnow.com/index.php?a=portal_detail&t=news&id=5390

I love my tx2000z Tablet PC especially for the Wacom enabled screen, but its touch screen interface is sorely lacking in Windows Vista.
