Reason 1:
Native development tools for Vista are only being released this month (RTM last month)

Reason 2:
.Net Framework 3 is an OPTIONAL component in Windows Update which means that general uptake of .Net 3.x features cannot be guaranteed on anything other than Vista.

Reason 3:
Developer support for migration is very very weak. We have been developing commercial WPF applications for 6 months and the toolset is poor, examples and documentation is poor. VS2008 changes this, but see REASON 1 ... its only just come out. Compare the work the ADC (Apple Developer Connection) put in to individually supporting every developer - even those on free ADC memberships to port their products to they could support CORE ANIMATION. Compare that with the mediocre support from Microsoft for everyone other than Gold Partners and you see the problem.

BOTTOM LINE: Microsoft are focussing on trying to show compelling reasons on why the Vista OS is a good OS - which it actually is - especially in 64bit - so all their effort has been on their own PR machine, meanwhile Apple figured out that the power of an OS is not the OS at all, rather what can be done with it - so they focussed a LOT of work in supporting their dev community at many levels, from the toolkit, to the documentation, mentorship programmes and even marketing support for software developers. They also spent a lot of time making sure the TIMING was right so that there were products available which supported Leopard wihtin weeks of launch. Apple don't need to really do as much work promoting the OS since the software developers are out there promoting their software which supports (AND LEVERAGES) the OS.

There's your answer...
