Is the vote the most important issue?
A splintering of ODF advocates won't affect IBM's attempt to discomfit a rival nor slow those who believe Microsoft villainous. But it does reduce or make less enthusiastic the number of those campaigning against Office and for ODF adoption.

The tactical and strategic mistakes of opponents have helped Microsoft, perhaps more than the company's own efforts. But in this case I think the impact of a split would be more on the market than on a technical/political organization.
