Windows Mobile Crossbow and Avalon
With Windows Mobile Crossbow, developers can take advantage of Avalon and make custom user interfaces instead of the boring buttons like you see in standard Windows Mobile applications. For making custom graphical user interfaces, developers use XML-based "XAML" which stands for "Extended Application Markup Language."

If you've ever worked with .net Compact Framework's drawing functions for your .net CF applications, you will have to access Windows .dll libraries via "P/Invoke" which stands for "Platform Invoke" and you will have to know some of the methods (functions like DrawLine()) that are located in a DLL you're using.

So I might be wrong but XAML might solve all the problems for developing a "nice-looking" user interface for anyone to use in a Pocket PC or SmartPhone.
