Doublespeak, plain and simple
I don't know why corporate types are so bent on trying to make everything sound like they are doing some sort of favor to the customer. It's a disease that permeates corporate America. And since it's so easy to see through, it does nothing but lessen the credibility of the people who spew such BS out.

Microsoft wants to control piracy, that's a legitimate corporate goal. Why shouldn't the leave it at that?

As far as pirates distributing less-than-pristine copies of software, that's actually quite prevalent in certain areas. Most "cracks" for internet-distributed software have some kind of trojan built into them, it's a standard ploy to build bot populations. But it doesn't manifest itself in "missing code" or incomplete distributions as described in the Microsoft press release.
