Poor Marketing
Microsoft should have removed 64bit from the chart all together and added a note that you can't upgrade from 32-bit to 64-bit and vice versa.

Other than the confusing 64bit chart, this is a non-issue, people are more likely to buy a new computer with 7 then to upgrade an old computer, unless you are somewhat tech savvy, think your tech savvy or know a tech savvy person then you might upgrade your old clunker.

PS: Yes, this is one of the rare cases where I don't agree with Microsoft.
