It sounds like the system works quite well!
Since in both cases the scammer failed, I would have to say that the system works quite well. What this story does tell us though is that sellers might want to hold off a day before sending the item to the buyer. That should give PayPal and eBay enough time to notify the seller of any potential problems with the transaction.
