10 percent of it's global turnover?
Since when has any country the right to fine on a percentage of sales NOT made it's country?

To allow something like that opens the door to countries to arbitrarily fine a company looking to get 10% of thier global billions.

Plus, alot of companies offer rebates based on sales volumes. A freind just recentlly mentioned what their company gets in rebates fron vendors, and one I know happend to be a EU based company.

I'm Guessing that Intel probally wished they built their own fab plant somewhere in the EU, like AMD did.

This whole thing would probally be a non-issue at that point.
