No new features?
As someone who is a developer, most of those sounded like features to me. In general there are three classes of work items: (1) Bug fixes, (2) Features, (3) Cleanup.

These items seem to squarely fall into the feature camp. Not large features, but they are features that I would track and have project managed as features, and would require the same procedures to checkin (spec, test plan, etc...). Why do you say they are not features?
