It's just rebooting the OS automatically and then suspending
Correct me if I am wrong, but the system flow image (in the article) shows how this works. When the user executes a system shutdown, it reboots the OS and then immediately suspends it. When the user wants to use the computer, it just resumes from this suspended state.

We could accomplish the same thing by always using "restart" instead of "Shutdown" and then manually suspending the PC or setting the Windows system power settings to standby after a period of non-use. Their system apparently automates this.

Or, do what I do - instead of shutting down, always suspend Windows when I'm done using it. When it starts to get unstable, reboot.
