The cost of the OS is the issue
When I bought my current system, 5 years ago, it was cheaper to buy a prebuilt system then build it myself if I wanted Windows.

If I had wanted Linux, then it would have been a different issue. This time around, I will probably by a scratch & dent Dell desktop as its cheaper than building an equivalent system.
