Probably not just the PC
A study like this looks at everything the company does. How it optimizes manufacturing processes, controls emissions at plants, recycling in the office building, shipping routes, etc. The computer itself may not be any different than one from another company but if all the processes involved in making that computer show no regards for the environment, the power consumption of the computer itself doesn't matter.

I normally hate the self-righteous environmental crowd but when these other companies are scoring so high and Apple so low they probably have a point.
