Consider the Logistics of Distribution
MS wants you to know, that they have finallized code for SP1 or any product OS or Office product. That's why they advertise RTMs. What you have to understand is that RTMs require rampup to get to you. They have to test on MS Update how well this is going to go, etc.

SP1 32bit is 450MB and 64bit is 744MB. That's a lot of software to come down the pipe.

BTW: The 64bit install is smooth sailing. I haven't tried the 32bit yet.
