Memory and SP1 on 32bit systems
The 4GB you see represents the total amount of memory installed on the system board. The total amound available to Windows Vista 32bit, is still 3GB.

This was addressed as a SP1 issue because engineers wanted to stop the questsions, "What happened to 1GB of RAM?" So it's just a report not an "available" amount.
