Well, 2 points...
First, it's called KDE, but it's more similar to the JRE in purpose. It's essentially a virtual machine to run KDE apps in windows, which is okay if you can find any you want that aren't already on both operating systems. It's also far from finished.

Second, remove windows from the equation and people turn their attention to writing linux viruses, simple as that.
