KDE?
If you want KDE, you'll want Kubuntu (The KDE version of Ubuntu).

But KDE 4 is still in Beta, so it probably won't be included until at least Kubuntu 8.04.

For now, you'll just have to put up with KDE 3.x in Kubuntu 7.10.
