It depends on your needs
The average home user or even office user spends a lot of their time in office style apps or surfing. Open Office is near enough to MS Office that it won't cause too much of a problem for 99% of users. Remember that very few office pack users come anywhere near being power users of any sort.

Chatting and IRC are well supported as is video playing, shockwave and all of that.

End users don't use Visual Studio so that's not much of an issue except for developers. Simply be aware that if you write Windows specific code there's a lot of it that simply won't work natively in Linux.

Other than that there's Eclipse, KDevelop, BlueFish, Quanta, Komodo and a host of others.
