As with any misconduct, the solution is going to be a matter of hearts and minds rather than control and enforcement.

Is technology such as Kindle the real threat / problem, or is it rather our society, our educational structure, which produces students with an inclination to cheat?

Hearts and minds - it is not possible to "enforce" morality.
