Well, Yeah.
I mean, if Google's customer is adding to Google's revenue stream through Checkout (which, if it works as they hope, is a long term relationship, worth more than the individual purchase) then I don't see why Google shouldn't reward them. I mean, Google's a corporation, not a public utility.

The choice they present to vendors is "Use our payment service & get top billing on our site (by setting high daily limits). In addition you get a nice, $1 door prize", or "Use a service of your choosing and your priority will be based on what you can pay"

What's the problem? There's no deception here, they're just hawking their product.
