Chris, here's your chance ...
.. to roll out a complete educational solution using Ubuntu from a major manufacturer with add-on integrated solutions, such as Ubuntu Landscape and Schooltool, if needed. Dell is pushing this program as a complete package also with a laptop cart that includes a charging and monitoring system.

Ubuntu already has a full networking stack and would mesh nicely with the terminal services you currently have without the need for any CALS. Lock the systems down, no sudo access, mirror your own repository to push auto updates, it couldn't be any more simple.

You could easily sell this to higher ups as a complete solution based on all the factors you've mentioned plus the laptop cart is a very convenient way to handle both security and maintenance issues.

You of all people know that you can get volume discounts from Dell. What more could you ask for?
