Just FYI, the Constellation program is the replacement for the Shuttle. There's no separate Shuttle replacement program.

However, regarding Ares / Constellation, some like myself have been troubled by the program from the beginning. For more info I suggest forum.nasaspaceflight.com and www.directlauncher.com

As an architecture, I believe it is problematic from the start, and many of the issues Ares is facing right now were predicted by von Braun in the early development of Saturn. Yes, a large first stage solid rocket motor was originally considered for the Saturn program and rejected, for the very reasons Ares is having a hard time now.

As for $$$... it's hard to consider the NASA budget - a national budget - as other than chump change. Look at what's been spent bailing out the banks, the auto companies, the war in Iraq. Look at the 10+ trillion dollars spent since 1969 on social programs (to what effect?)

I guess it boils down to one's view of space exploration. I think it's at least as important as the future of AIG, and AIG in one year has received $200 billion of our money.
