The question I have is why are people so worried
about teenagers 'congregating' in places? I mean, it isn't like they are harder to deal with than adults, in fact from what I have seen most of them (excluding 'tough boys' who would never get near my home or business in the first place without their parents) will just go away if you tell them that they are not welcome there.

Only EXTREMELY rarely when I was working at a mall 10 years ago did we have to call the cops or mall security to get some teenager to leave a store, and that was only after a manager or worker treated them very poorly and they got incensed, to the point where the worker/manager in question was fired one out of every 2 times the police were called.
