I think you misunderstand the tech's motives. S/he is building a predictable environment so s/he can effectively support it. S/he probably has to support far too many people for just one tech. That is VERY common in K-12 education. By spoon feeding them and ensuring they don't try anything risky s/he is making her/is job easier. A really good tech would encourage his/er users to push their comfort zones out and take comfort that s/he can fix anything they break in the process. However, if her/is support base is as large as I believe it is then the tech does not have that luxury.
