Georgia mandates tech competence...
It is (or was) part of the certificate renewal process that every teacher must demonstrate some sort of competence in technology, which they can show through taking one of several approved list of classes or they can take a test. This was put in place over 5 years ago, so most teachers have already met that qualification except for any transferring from out of state.

I do think there is a certain level of basic competency that should be expected and required at the professional level. Computers are one of the key tools of our trade and not being able to use one can seriously impact job performance.
