Know how to access Windows shares on the network

Well that's pretty easy in Nautilus using smb:// , but a simple link with an icon should suffice.

Have a rudimentary understanding of the file system to ensure that he could copy, paste, and otherwise move around his files, including how to make backups

Well he only really needs to understand his home directory since everything he would need is there. A standard Ubuntu home directory will include sub-directories Desktop, Documents, Public, Pictures, Video, Public, and PDF. Very self explanatory.

As for moving file there's no difference. Edit > "Cut" or "Paste" in the file manager. Drop and Drag from the desktop or multiple file manager windows. Same as any modern desktop.

Understand how to save documents in PDF, ODF, and Office formats.

Click "file" > "Save as" for ODF, DOC, TXT, and so on. Click "file" > "Print" > choose "Printer: PDF".

Understand the differences in interface between OpenOffice and Office 2003 (the current system used in the superintendent???s office)

Both Open Office 3.0 and MSO 2003 are very similar so the learning curve is going to be rather small. If the change for some reason is "too" radical you can always use Crossover or WINE to run MSO 2003, which has a "Silver" rating:

In all honestly most of the functions between XP and Gnome or KDE are very similar to the point that even a novice computer user could find their way around pretty easy. If my 8 and 6 year old daughters can open and save documents, print to a network printer, and kill Firefox when Adobe Flash crashes on both Gnome and KDE I don't think your set of users will have any more difficulty. grin
