Unfunded? Really?
They've got plenty of money to teach social and pseudo-science BS, but not enough to teach algebra? Give me a break.

With state money per pupil hovering around $10,000-a-year, I seriously do not think that "funding" is the problem here. As it has been for a long time, it's about competence and proiorities.
