We use moodle
We have a Moodle server setup for this very reason. We create a Moodle course for each teacher course and give the teacher the ability to administer their own course. Students can log in from home and download assignments, syllabus, etc and can upload assignments to a drop box that only the teacher can delete from. And did I mention it is free? Moodle will even integrate with your directory service (we use Active Directory) so that a student uses the same user name and password as they would to log in to a computer.
