define "affordable" and define "access"
would $10/month be affordable for most? probably. It's already available, in a form most people can access--it's called DIAL-UP.

Is there a problem with dial up? Yeah, a LOT of problems. You can't watch you-tube with dial up. you have problems downloading music from itunes with dial up. but you CAN do serious research with dial up. you CAN use email with dial up. If i"m going to subsidize something with my tax dollars, it better be something I have access to myself; I object to subsidizing broadband internet access for the "have-nots." I'm a broadband havenot because it's not available for less than $70/month, via satellite, which is a lousy alternative. No, I don't think paying for someone to have something I can't get and am willing to pay fully for myself is something I can stomach, especially when for two and a half years I have seen for myself that dial up is a low-cost perfectly viable alternative for just about everyone who doesn't rely on internet connectivity for their living. For the needs of elementary, middle school and high school students it should be perfectly fine. And if it's not, then the users can pay for the upgrade themselves.
