One Example
One apartment in a low income complex was turned into a computer center. This was back before broadband, so I'm not sure they were hooked up to the Internet. It may have been more for working on computer skills and having a place for people to use a word processor to write their resumes and do their homework.

Besides getting the apartment manager to support this, the center was run by a family who lived there. I'm not sure if they got paid. But that meant someone was always nearby to help and/or watch over it.
