You will need a way to index/group all those files and some way to ensure/prohibit access according to your privacy statement at the school.

I prefer PDF but you will need to store the application and probably a computer also so you can access the files in later years if Adobe or its successors change the format.

Put the paper in a storage unit while you train the staff to use the paperless equipment and begin paperless this year. Once they are up to speed, pull the old papers and run them yourself.

Once you go paperless, consider multiple backups since state law *requires* storage.
