We have had them, but we are losing them.
In my area, we are getting fewer and fewer willing to work as a teacher. When the starting pay is less than 20% of the cost of the cheapest house in our area, it gets really hard to persuade people to become teachers. And the old ones are retiring, or simply moving to private industry and jobs that pay double what we make, and offer cheaper/better insurance.
Unfortunately, you often do get what you pay for, and America doesn't seem to be willing to pay for good teachers.
