This is partly on purpose
As your ZDNet colleague John Carroll pointed out a while ago, it's a rare union or professional association that doesn't try to raise barriers to entry into skilled trades and professions as a way of restricting supply and maximizing income. It's no secret that professional associations and skilled trade unions hire lobbyists for that very purpose.

It's also long been the case that people have been expected to receive professional training entirely at their own expense. This allows the employer to save money and doesn't hurt the student loan business.

Personally, I think that professional licensing/certification authorities should only require applicants to demonstrate that they have the knowledge/ability/integrity to do the job satisfactorily and shouldn't care where they got it, but I don't expect it to happen without a concerted effort, which is unlikely.
